THANK YOU to all who participated in making the 2018 CDA Annual Meeting & Lobby Day such a HUGE success on Thursday, January 14, 2018 in Sacramento.
Below is a recap of our Incredible 2018 CDA Annual Meeting & Lobby Day:
Attendees who participated got a chance to voice their key business concerns and make their voice heard with their specific district representative. There was also deep interest in our MCP unbacked bill getting sponsored with either the transportation committee or several legislators. Many have expressed a serious interest in helping us with our core concerns to ensure a level playing field with Transportation Network Companies. On thing that was consistently harped upon to each CDA member from their representative was that when they see a bill or issue that could have a serious impact to make sure it’s brought to their district representatives attention so they can be made aware of the potential impact take appropriate actions and vote accordingly.
Keynote Speakers Rob Hulteng & Damon Ott with Littler Mendelson
Our group was left speechless with an overview of the CA Superior Court Decision for Dynamex regarding test for employees vs. independent contractors. They also dropped the gauntlet to test the waters for the CDA to join in a lawsuit for federal preemption and were also looking for individual plaintiffs willing to participate. Additionally, new laws impacting the delivery industry for 2018, strategic considerations for your business/workforce and much more were explored.
Keynote Speaker Assemblymember Travis Allen 72nd District (R-Huntington Beach)
The Assemblymember gave an electrically charged call to action and fired up the crowd with his empowering message to get involved at the local level, contribute to the LAP fund to head off the barrage of business crippling bills headed our way or that have already passed. He also discussed the potential repeal of the SB 1 gas tax, independent contractor considerations and another possible run in 4 years for CA Governor.
Senator David Acosta 38th District (R- Santa Clarita)
A group of us met with his chief of staff David Creager who seemed very interested in our MCP bill and addressed all of JC Burnett’s (Courier-Messenger Inc) questions with regard to independent contractor and fuel surcharge related issues.
Senator Kevin McCarty 7th District (D-West Sacramento)
Our group was too large to meet in his office so we spoke in capitol hallway with Buck Ellingson one of his legislative aides and Fred Santos (Go Getters Delivery) inquired about issues with local road funding near his office in west Sacramento to which he as informed it would be taken care of with SB 1 (Gas Tax) funds, which we all found hard to believe due to the pending repeal efforts underway.
Assemblymember Kevin Kiley 6th District (R-Placer County)
Sal Grassia/Safraz Hussain (Express It Delivers) along with our group spoke to his Legislative Aide Kerida Moates with regard to the Dynamex Court decision and driver misclassification challenges facing our industry. We are in the process of setting up an on-site tour of Express It Delivers by the assemblymenber.
Senator Ted Gaines 1st Senate District (R-Placer County)
Our group met with Peter Renevitz one of his policy advisors and discussed the taxpayer refund bill and sanctuary state polices.
Stay tuned – our CDA Legislative Committee will continue to meet and take feedback from our members and things we learned from this event. We will pursue a sponsor for our MCP bill possibly Assembly Member Vince Fong or the Transportation Committee and work on a fix to these issues in the next legislative session!
The following is a summary of the business conducted at the annual meeting of the California Delivery Association:
Amendments to the Bylaws
As required by the bylaws, the members present at the annual meeting voted by means of paper ballots to amend the bylaws to allow for the use of email and online balloting of the membership to amend the bylaws. This measure was passed unanimously by the members present.
This paved the way for the use of our new online polling system to be used for our second amendment to the bylaws which would allow for one associate member to serve on the board of directors with all the rights and privileges of a regular member, most importantly the right to vote. This measure passed with 81.8% of the votes in favor.
Election of the Board of Directors
This year there were four directors up for re-election: J.C. Burnett (Messenger Courier/Santa Clarita), Andrew Brady (King Courier/SF), Bryan Scott (Rapid Express Courier/Santa Rosa), and John Neiman (Southern California Messenger/LA), All of whom were re-elected. Because there were only nine out of a possible ten directors currently serving on the board there was one more seat available which was filled by Jason Sundling (Redline Courier/Mission Hills)
Election of Officers
With the board set, the first order business was the election of officers. All of the current officers were unanimously re-elected to their positions which are: Rick Pople – President, J.C. Burnett – Vice President, South, Andrew Brady – Vice President, North, Bryan Scott – Secretary/Treasurer.

Financial Report
Compared to the previous 2017 YTD the net revenue for 2018 is up 37%
Membership Development for 2018
Regular Membership growth has increased by 11% and Associate Membership growth has increased by 21%. We still have half a year to improve the numbers even more.
Next Years Plan
Like last year, CDA decided to host the Annual Meeting/Conference again in Sacramento and make it a tradition with a Lobby Day. We will repeat this next year for 2019 and add a networking event in Southern Cal as well in the Fall. This event did show that we have great value and make a huge impact by “storming the halls of the Capitol” and hosting a Lobby Day like this – making our voice and issues heard. Next year those of you who sign up will be automatically scheduled for a capitol visit unless otherwise instructed or noted. Turnout for the Capitol visits was much larger than expected based on RSVP’s so to reduce the possibility of future scheduling conflicts we’ll enact this new policy. As always we welcome and encourage your input so don’t be shy to voice your feedback.
